Montana enforces statewide codes through the Building Codes Program, including the 2021 IBC/IRC and other titles noted on the state’s Current Codes page. Within city limits, you’ll apply with the City of Billings Building Division for plan review and inspections.
If you’re outside Billings city limits, Yellowstone County notes that it does not issue building permits—state jurisdiction typically applies, so we coordinate with the state on your behalf. For submittals and specific forms, Billings provides an applications & forms hub.

Montana requires construction contractors to carry a Construction Contractor Registration (CR) with the Department of Labor & Industry (separate trade licenses can also apply). We maintain current registration and insurance so permitting and inspections proceed smoothly.

The City/County Planning office assigns zoning districts that control use, placement, and size—start with Billings’ Zoning Information and the codified zoning code. We review setbacks, height limits, and overlays during site mapping so your design fits from day one.
For parcels outside city limits, we check Yellowstone County’s zoning applicability and coordinate with the state permitting program where the county defers building permits. This due diligence helps avoid redesigns once surveys and utilities are finalized.
